A nurse she knew wanted to open a home care agency and couldn't make sense of COMAR 10.07.05. Then that nurse told someone else. Then that person told someone else. Over five years, more than fifty Maryland healthcare agencies got licensed that way — one referral at a time, with no marketing, no website, and no name on the door.
Aldevia is what that practice became when it outgrew word of mouth.

Harriet has spent more than five years guiding Maryland healthcare founders through licensure — RSA licensing through the Office of Health Care Quality, DDA provider approval, and behavioral health licensing under COMAR 10.63. More than fifty agencies have been licensed with her help.
She came to that work from a career in regulatory science. She holds a doctorate in pharmacology from Howard University and is a Diplomate of the American Board of Toxicology, a board certification held by a few thousand scientists worldwide. Before and alongside Aldevia, she has prepared regulatory submissions for the FDA and international agencies — work that included roles in nonclinical development and risk assessment at AstraZeneca and Emergent BioSolutions, and serving as Director of Toxicology at American Preclinical Services.
Applications rarely fail because the underlying plan is bad. They fail because the packet doesn't answer the question the reviewer is actually asking.
That's as true of a DDA Program Service Plan as it is of an FDA nonclinical package. It's why the financial verification letter expiring at thirty days matters. It's why a policy manual written for Virginia produces deficiencies at a Maryland survey. And it's why most of the delay founders experience is avoidable.
